Legislative Studies Centre is a research and development organization established with a vision to strengthen legislative governance. The Centre undertakes studies on the historic, contemporary and emerging issues and challenges confronting parliamentary democracy and suggests ways and means to have better legislation and strong effective institutions to meet needs and demands of public.
The Centre led by a seasoned Parliamentary Administration and Development leader, aided by an emerging academic scholar and a development community professional, is a repository of theoretical and practical knowledge, skills and resources. The PLSC Team includes young and vibrant Research Associates and practitioners from Political Science, History, Law, IT and Media to undertake theoretical and empirical studies in the related fields of primary and subordinate Legislation, Parliamentary processes and structures .
The Centre studies Legislation from the highest form of Constitution to the secondary, subordinate and administrative legislation by other actors and organizations involved in governance during democracy and dictatorship.
PLSC undertakes research on past, present and future of the Institutions and their sub-structures. While the Parliament as an Institution remains primary subject of studies, the Committees of the Parliament, Parliamentary Parties in the respective legislatures, the elected and unelected Executive agencies and departments involved in Legislative agenda building and development, the Political Parties’ Caucuses, Media and other civil society organizations are also studied.
The checkered political and parliamentary past of Pakistan has been subject of number of studies and analysis by different scholars and bodies. There appears to be a better and wider understanding of past challenges not only at academia level but to a sizable majority of CSOs and public. The Parliament and Legislation have, however, faced new types of challenges and onslaught in recent years. While there is a lot of noise and partisan debate about the recent and contemporary challenges, there is no scientific studies of the phenomena threatening the constitutional order and survival of a meaningful parliamentary form of government even at the past level and standards. The future and emerging economic, climate, AI based technological advancements clubbed with chronic challenges of poverty, illiteracy, feudalism pose more serious challenges in addition to the historic civil-military imbalance. The Centre studies all these threats, challenges and opportunities for an informed debate aimed at finding ways to mitigate challenges and harness potential.
