Amjed Pervez Malik
Former Secretary (BS-22), Senate Secretariat, International Development Consultant
Amjed Pervez Malik is a seasoned Senior Executive, Parliamentary Administration & Development Expert; having more than 38 years of work experience divided in Parliamentary Service and Civil Services of Pakistan. Holder of MA degrees in Mass Communication from the UK, in Economics from Punjab University and Graduate Degree in Law (LLB), Mr. Malik has got International Diplomas and Certificates from Harvard and other Universities of USA and McGill University of Canada in Parliamentary Processes, Administration and Corporate Management.
Qualified CSS exam in 1985, and served for ten years in Ministries of Information, Petroleum & Finance and Prime Minister’s office before switching to the Parliamentary Service after competitive selection as Deputy Secretary in 1995, where he served till 2019 and rose to the highest position of Secretary General.
He was engaged by the UNDP and IPU as International Consultant to design and deliver Parliamentary Training & Development Programs in Myanmar in 2019-20. Since 2021 he is working as Senior Adviser, National Press Trust, M/O Information, guiding in Organizational revival.
While remaining in the Parliamentary Service, worked on secondment, as Chief Coordinator, Ministry of Information and Media Development, on deputation to PM Secretariat as Joint Secretary (Implementation) and on EOL as Country Program Manager of IFES, a US based development organization, working on a USAID, Legislative Governance Development Project.
He has been instrumental and lead person in number of Parliamentary Reforms and Development initiatives in the Parliament of Pakistan and the Pakistan Institute for Parliamentary Services (PIPS). He had institutionalized Strategic Planning and Transparent and Efficient Administration in the Secretariat, as Principal Administrative & Accounting Officer.
While his core expertise is in Parliamentary Administration & Development, he holds diverse qualifications, skills and working experience in public sector organizations, constitutional bodies involving legal, legislative and Electoral affairs.
Mr. Malik represented the Parliament of Pakistan in International and Regional Parliamentary Associations. His contributions and footmarks are very strong in ASGP and SOCATT, the Advisory Bodies of Inter Parliamentary Union (IPU) and Commonwealth Parliamentary Association (CPA). He was engaged as Consultant, Trainer and Expert in a number of international Events and Programs. He participated in more than 30 Conferences, Seminars, Workshops and Exchanges in different countries. He coordinated and conducted many International and Regional events for Asian Parliamentary Assembly, IPU and CPA.
He had presented Papers in different International Conferences, which included “Role and Working of Parliament in Crises Situation” at Saint Petersburg, Russia, “International Cooperation and Coordination for Parliamentary Development Support” at Geneva, Switzerland and “Social Media: A Boon or a Bane for Democracy and Society” presented at Toronto, Canada.
His published work includes books / monographs titled “Focus Pakistan”, “The Role & Workings of Parliament in Crisis Situations”, “Parliamentary Development & Reforms “and numerous articles published in national and regional press.
He is Founder Director of Azmat Pakistan Foundation, doing local level philanthropic interventions in the field of education and poverty alleviation through a Free School for Out of School Children in suburbs of Islamabad. Volunteer work includes establishing Awareness Watch and Mobilization (AWAM) Institute, aimed at engaging youth in civic affairs and democratic process.
